Support Manuel directly

Two ways many supporters use today: JPay email (electronic messages) and JPay money transfer (commissary). JPay does not offer widgets or links that pre-fill Manuel’s inmate ID—visitors create a free account, then search by state and ID. Always verify his current DIN and facility before sending anything.

Verify first — official lookup

Use the New York State DOCCS Inmate Lookup for Manuel Lugo’s current facility and DIN (Department Identification Number). Both can change if he is transferred.

What to enter in JPay after DOCCS lookup
  • State: New York
  • Name: Search for Manuel Lugo and confirm the profile matches his case before sending money or messages.
  • Facility: Use the facility name exactly as DOCCS lists it.
  • DIN: Copy his Department Identification Number from the same page—this is what JPay needs to route mail and funds.

Electronic messages

JPay delivers your message electronically. Delivery timing can vary; many facilities process messages within a couple of days. You need a free JPay account, then search New York and Manuel’s current DIN.

  1. Create a free account at JPay.com.
  2. Open Email / messaging and search New York, then enter the DIN from DOCCS.
  3. Compose your message. Email typically uses JPay “stamps” (small per-message fees set by JPay).
  4. Send. Keep your receipt or confirmation if offered.

Put money in his account (commissary)

Send money

Funds generally go to his commissary account for approved facility purchases (rules vary by facility). Transfers are processed through JPay; fees apply and are paid to the vendor, not to Manuel as cash.

  1. Go to JPay Send Money.
  2. Select New York and search with his current DIN from DOCCS.
  3. Choose an amount and complete payment by card (or options JPay shows).

Note: JPay requires a free account to send messages or money. JPay charges for email “stamps” and applies service fees on money transfers—those fees go to JPay (and any applicable program rules), not directly to Manuel as unrestricted funds. If JPay does not list him for a given facility, the institution may use a different vendor; try ConnectNetwork (GTL) or recheck DOCCS for the active provider.

Postal mail (no account needed)

Many supporters prefer a paper letter. Use the official mailing address from Manuel’s DOCCS profile—it includes the correct facility, housing if required, and ZIP. Include your return address if you want a reply.

Postal addressing

Paper mail must use the full official address block from Manuel’s current NYS DOCCS Inmate Lookup result—facility name, DIN line if required, street, city, and ZIP. Addresses change when someone is transferred; do not reuse an old letterhead from another source.
